Is cost REALLY the #1 obstacle to getting a waste min program started?

    An interesting bit of information shook out of our 2103 research:

    "Cost savings/reduction" was the #1 BENEFIT of waste min program... but "cost" was also the #1 OBSTACLE to reducing and managing waste effectively.

    That leads me to a question about the obstacles to getting programs started... is cost really the primary obstacle to starting a program (ie $10,000 is just too expensive), or is the core problem really that cost savings/payback is unclear or hard to calculate in some cases?
